Possible Base Station Status Values:
  0 - UDRE Scale Factor = 1.0
  1 - UDRE Scale Factor = 0.75
  2 - UDRE Scale Factor = 0.5
  3 - UDRE Scale Factor = 0.3
  4 - UDRE Scale Factor = 0.2
  5 - UDRE Scale Factor = 0.1
  6 - Reference Station Transmission Not Monitored
  7 - Reference Station Not Working

(UDRE = User Differential Range Error)
